OU Health Names Paul C. Neimeyer, J.D., LLM, as Chief Legal Officer

OU Health, Oklahoma’s only integrated, comprehensive academic health system, has named Paul C. Neimeyer, J.D., LLM, as its inaugural Chief Legal Officer and a member of the executive team.
As Chief Legal Officer at OU Health, Neimeyer will oversee all aspects of legal strategy, legal counsel, risk, compliance, and contracting, and will serve as corporate secretary to the OU Health Board of Directors. Neimeyer will report to OU Health President and CEO Richard Lofgren, M.D., MPH.
Neimeyer brings over 30 years of legal experience in academic healthcare and higher education to the role of Chief Legal Officer. Most recently, he was the Senior University Counsel for Medical Affairs at the University of North Carolina at Chapel Hill, which included legal oversight of over 1700 faculty physicians.

Prior to the role at UNC-Chapel Hill, Neimeyer served as General Counsel and Corporate Secretary for Virginia Commonwealth University (VCU) Health System in Richmond, Virginia. VCU Health System is a $2.5 billion academic health system consisting of a Level 1 trauma center, burn center, NCI-designated Cancer Center, children’s hospital, insurance captive, 800 faculty practice plan, ambulatory surgery center, a Clinically Integrated Network in pediatrics and minority ownership of a Medicare/Medicaid managed care organization.
During his tenure with VCU Health System, Neimeyer established their first legal department and oversaw its workers’ compensation and insurance programs. His team went on to provide legal counsel and strategy during a time of transformation and growth that included significant construction projects, establishment of an insurance captive and investment management company, issuance of nearly $200 million in bonds, physician employment agreements and compensation plans, and development of a Clinically Integrated Network for pediatrics.
Neimeyer is a first-generation college graduate and holds a Juris Doctorate degree from the University of Pittsburgh School of Law, a Master of Laws in Taxation from Georgetown University Law Center and an undergraduate degree in International Relations from Duquesne University.
